The figure on top of his head is the Ganges, personified as a goddess, and it refers to the legend that Shiva caught the mighty river Ganges in his hair to cushion her descent to earth. The overall depiction of Shiva in this statue is consistent with his portrayal as a yogi and the auspicious one who is the destroyer of evil and the transformer within the Trimurti, the Hindu trinity that includes Brahma and Vishnu.
